  In Outlook 2000: Select "Options" from the "Tools" menu. Select the "Preferences" tab and click the "E=mail options" button. Use the dialogs in "On replies and forwards" to set the desired behavior.

As shown above, you can tell Outlook 2000 what to do with the lines of the original message. Below, as you can see, you can set the prefix to whatever you desire.

In Outlook Express: Select "Options" from the "Tools" menu. Click the "Send" tab. In the "Mail Sending" area, click the button marked "Plain Text Setting" and clear the button marked "Index the original text with..." and click OK.

Now click on the button (in the "Mail Sending" area) marked "HTML Setting", and clear the box marked "Indent message on reply".
